1.This Order is issued pursuant to Paragraph 2 and Paragraph 3, Article 5-1 of the Act Governing Issuance of Electronic Stored Value Cards (the “Act”).
2.The limits referred to in Paragraph 2, Article 5-1 of the Act shall be NT$30,000 for daily accumulated fund transfer and NT$300,000 for monthly accumulated fund transfer.
For a cardholder with two or more registered electronic stored value cards at the same issuer, the amounts of fund transfer into the cardholder’s electronic payment account shall be combined for calculation purpose, and the total combined amount of fund transfer shall not exceed the limits provided in the preceding paragraph.
3.The certain criteria mentioned in Paragraph 3, Article 5-1 of the Act are as follows:
(1) When a cardholder applies for registered electronic stored value card, the issuer shall verify the authenticity of cardholder’s identity and take the following steps:
a. Ask the cardholder to present his/her identification document or passport.
b. Verify the identity of cardholder by checking the identification document or passport presented and save a record of the cardholder’s name, date of birth or date of establishment, address, telephone, ID number or uniform business number.
(2) The issuer must sign up an electronic payment institution as a contracted merchant before following the instruction of a registered cardholder to transfer the balance in his/her electronic stored value card into an e-payment account opened by the cardholder with said electronic payment institution under the same name.
(3) For Type-1 e-payment accounts that may accept fund transfer from electronic stored value cards, the electronic payment institutions shall complete the identity verification process of inquiring the veracity of data shown on the national ID card or resident certificate presented by account holders.
(4) When transferring funds in an electronic stored value card into an e-payment account of an electronic payment institution, an issuer shall settle the fund transfer through a financial institution.
(5) Funds transferred from electronic stored value cards shall be limited to NTD and can only be transferred into NTD e-payment accounts.
4.This Order takes effect on the date of promulgation.
